We shall discuss an approach to define typical irrational rotation
numbers for circle maps with singularities. It is based on considering
one-parameter families of such maps. This approach allows to define
new probability distributions on rotation numbers which are universal,
and depend only on the local structure of singular points. We shall
also discuss an application to Kesten-type results on statistics of
hitting times.
